Bill Gates Proposes “Robot Tax” and Protected Jobs to Address AI’s Labor Impact
aiinsider ·
Bill Gates has published an essay on his Gates Notes site proposing measures to address AI's impact on employment. He expressed support for the Responsible AI movement and the goals of the Pacing the Frontier open letter, though he doubted industry-wide restraint could be sustained. While enthusiastic about AI's potential in science and healthcare, he raised concerns about job displacement. To counter this, he proposed a 'robot tax' to change incentives that favor automation over human workers and to fund retraining and social safety nets. He also introduced the concept of 'Human Reserved' jobs, which would be deliberately protected from automation, such as in sensitive roles like delivering terminal diagnoses. Gates suggested such protections could be phased in gradually, and noted that these proposals would reduce the profits of major AI labs, though questions about implementation remain.
