ChatGPT now faces stricter EU oversight as a very large search engine

The EU Commission has classified ChatGPT as a very large search engine under the Digital Services Act because of its built-in web search and over 45 million monthly users in the EU. Reddit and Roblox have also been reclassified as very large online platforms. All three services have four months, until the end of December 2026, to meet stricter oversight obligations. These include assessing risks such as illegal content, dangers to minors, and election interference. Additional requirements involve a public ad archive, data access for approved researchers, semiannual transparency reports, and a crisis response mechanism. Legal experts disagree on whether the data access obligation could extend to training data or model weights, which may be necessary to identify systemic risks.
