Japan’s AI Strategy: From Society 5.0 to Generative AI
aiinsider ·
Japan’s AI strategy evolved from its 2016 Society 5.0 vision into a formal 2019 AI Strategy that is revised annually, with successive governments layering new instruments on top. In May 2025, Japan enacted its first AI-specific statute, the AI Promotion Act, which is a promotional framework rather than a prescriptive regulatory regime, establishing an AI Strategic Headquarters and voluntary guidelines. The light-touch approach was influenced by DeepSeek’s low-cost model and global regulatory recalibration, as policymakers feared falling behind in the generative AI race. Japan has backed this with public investment in supercomputing (ABCI 3.0) and subsidies for domestic compute, while pivoting toward “physical AI” that fuses AI with robotics to exploit the country’s tacit frontline knowledge. However, research highlights cultural frictions in education, where generative AI clashes with Japan’s interdependent self-concept, the ideal of the selfless teacher, and community-based school practices. The article concludes that Japan risks repeating past patterns of losing global product leadership, but sees physical AI as a chance to avoid a second “digital defeat.”
